Rehabilitation facility head diverted ¥110 million for luxury

An investigation by the Tokyo Regional Taxation Bureau has revealed that the leader of two general incorporated associations operating addiction recovery residential facilities in Yamanashi Prefecture improperly diverted approximately ¥110 million in organizational funds for personal use. The entities involved are the headquarters of the Yamanashi Drug Addiction Rehabilitation Center, known as DARC, located in Kofu, and Grace Lord, a facility dedicated to supporting individuals recovering from gambling addictions. Both organizations provide residential support where residents pay monthly facility fees and receive living allowances. Sources familiar with the matter indicated that the individual had the organizations make fictitious payments to him under the guise of living expenses. These funds were subsequently utilized for personal enjoyment, which included expensive dining experiences and overseas trips. Tax authorities determined that these disbursements constituted bonuses and that the organizations were legally obligated to withhold income tax on the payments. Consequently, the organizations failed to withhold approximately ¥35 million in income tax over a seven-year period leading up to 2025. Furthermore, the authorities imposed approximately ¥47 million in additional taxes, including penalties for aggravated tax evasion, ruling that the case involved deliberate misrepresentation and concealment. A representative speaking for the two organizations acknowledged the ongoing tax investigation and stated that the entities have handled the matter in full accordance with the findings of the tax authorities. The case brings attention to financial governance within non-profit and support organizations, highlighting the oversight responsibilities required when handling public and organizational funds dedicated to vulnerable populations recovering from severe addictions.
